To better implement the strategic decision of “prioritizing high-quality machinery and providing enhanced subsidies” for agricultural machinery products, and to promote the effective implementation of the initiative to “leverage the role of voluntary certification in setting higher standards,” the Department of Agricultural Mechanization Management under the Ministry of Agriculture and Rural Affairs and the National Agricultural Mechanization Service Center have actively promoted the issuance of a work plan for voluntary product certification and upgraded factory inspections for 200-220 horsepower wheeled tractors. They have also taken the lead in entrusting Beijing Oriental Kaim Quality Certification Co., Ltd. to carry out the relevant certification and factory inspection activities.

Ensign Agricultural Equipment actively responded by applying to Beijing Oriental Kem Quality Certification Co., Ltd. for voluntary product certification of its 200-220 horsepower wheeled tractors. From April 26 to April 28, 2023, a review team of four experts conducted an assessment—based on documents such as the "General Rules for Agricultural Machinery Product Certification" and the "Specific Implementation Rules for Voluntary Product Certification of Agricultural Machinery—Wheeled Tractors of 180 Horsepower and Above"—of Ensign Agricultural Equipment’s quality assurance capabilities and production testing conditions. The assessment covered basic production conditions, technical documentation, control over the procurement process, inspection and verification of key components and materials, control of critical processes, routine inspections, inspection and testing equipment, control of nonconforming products, product conformity control, and product protection. This review encompassed departments including Ensign Agricultural Equipment’s Quality Management Department, Technical Center, Production Management Department, Procurement Department, Marketing Company, Safety & Environmental Protection Department, Finance Department, and Human Resources Department. It also examined the quality assurance capabilities throughout the entire process—from whole-machine assembly and component assembly to the production of self-made parts. Following the review, it was confirmed that our company’s quality assurance capabilities meet the requirements stipulated in the General Rules for Certification, and that the configuration of our production and testing equipment complies with the provisions outlined in the Specific Implementation Rules.
